This is what happened in California as well, once the ban went into effect people just started taking baskets and carts home.

@jackgangi @emacsen Exactly what happened at a bunch of the stores in California when the ban there went into effect. A lot of stores just didn't bother replacing the baskets. And these were typically the same stores that already had anti-theft devices on their shopping carts.
